Kuwait Prepares to End Outdoor Work Ban on August 31 Discover What Changes
Kuwait City, August 30, 2026: The Public Authority for Manpower (PAM) is set to conclude its seasonal midday work ban on August 31, 2026. Under Ministerial Decree No. 3 of 2026, outdoor work in direct sunlight has been prohibited daily between 11:00 AM and 4:00 PM since June 1 to protect workers from heat stress, dehydration, and occupational injuries during the peak summer months, when temperatures often approach 50 degrees Celsius. This regulation applies to sectors including construction, maintenance, landscaping, road work, cleaning, outdoor logistics, and delivery. With approximately 1 million Indian expatriates in Kuwait, including a large number of unskilled and semi-skilled workers, this directive has significant implications for the workforce. The restriction also extends to delivery motorcycles as mandated by the Ministry of Interior for the same June 1 to August 31 period.
Resuming Regular Shifts and Employer Rules
Effective September 1, companies may resume regular outdoor shifts, though they remain obligated to provide safe working conditions, cool drinking water, first-aid, and rest breaks. PAM maintains the authority to impose new restrictions based on weather conditions such as extreme heat, high humidity, dust storms, heavy rain, natural disasters, or epidemics.
Fines and Reporting Violations
Employers found violating the ban by forcing work during the restricted window face fines ranging from KD 100 to KD 200 per worker, and the potential suspension of their company files, which halts recruitment and residency procedures. Complaints regarding violations can be reported to PAM via WhatsApp at 24936192. Additionally, Indian workers may contact the Labour Wing of the Indian Embassy in Kuwait for grievances related to employment contracts, salary delays, or other work-related issues. The Embassy advises all workers to maintain possession of their passports and employment contracts and to ensure their Iqama and Civil ID documents remain valid.
