Oman Reports 11,172 Labour Violations and Massive Fines
Muscat, September 10, 2026: The Ministry of Labour in Oman has released a new enforcement tally revealing 11,172 labour violations across the country, resulting in over RO 3.245 million in fines. Authorities have referred 4,652 of these cases to the Public Prosecution for further legal action. The data is particularly significant for the large Indian workforce in Oman, which, according to the Indian Embassy in Muscat, stood at approximately 6.75 lakh individuals as of February 2026, with over 5.26 lakh citizens on work visas according to May 2026 NCSI statistics.

Types of Labour Violations Recorded
The largest category of violations involved 4,859 instances where non-Omani workers were employed by an unauthorized employer or party. Other recorded violations included 1,952 cases of workers leaving their authorized employer, 1,117 cases of expatriates working in occupations reserved for Omani nationals under Omanisation policies, and 1,098 cases of individuals working for their own accounts. Additionally, there were 962 violations related to the failure to repatriate workers or transfer services within the required timeframe after contract completion, 786 cases of employment without a work permit, 234 cases of workers performing tasks outside their licensed occupation, and 164 other labour-rule violations.
