Crucial Saudi Midday Outdoor Work Ban Enforced Until September 15
Riyadh, September 11, 2026: The Saudi Ministry of Human Resources and Social Development (MHRSD), in collaboration with the National Council for Occupational Safety and Health, continues to enforce a midday work ban for private-sector employees working outdoors. The regulation, which prohibits work under direct sunlight from 12:00 pm to 3:00 pm, remains in effect through September 15, 2026. This seasonal restriction, which began on June 15, applies to outdoor roles such as construction, maintenance, road work, and landscaping, significantly impacting Indian and other expatriate workers.
Health Risks and Employer Rules
The initiative is designed to mitigate risks of heat stress, dehydration, heat exhaustion, and heat stroke. Employers are mandated to reschedule working hours to avoid direct sunlight exposure during the prohibited three-hour window and must ensure worksite safety, including the provision of drinking water, shaded rest areas, and personal protective equipment. Employers are also responsible for educating staff on heat-related risks and monitoring workers' physical conditions.
Exemptions and Compliance
Specific exemptions exist for oil and gas industry workers and those engaged in emergency maintenance, though these workers still require heat protection measures. Certain regional governorates may also have local exemptions based on climate conditions, coordinated by regional authorities. The MHRSD reported a 94% compliance rate in 2025 and continues to conduct inspections to enforce these safety requirements in 2026.
How to Report Violations
Workers who observe violations of this policy are encouraged to report them by calling the unified number 19911 or through the Ministry’s smartphone application. When filing a report, workers are advised to provide specific details, including the workplace name, location, duty timing, and the date of the occurrence. Workers are reminded that the ban applies specifically to direct sunlight outdoor work and does not automatically extend to all indoor activities, although general occupational health safety standards remain mandatory after the ban expires on September 15.
